About

PMV Planning was founded by Phil Villars in 2022, offering a fresh, client focussed town planning consultancy, providing a high-quality service. We have extensive experience in managing planning projects, co-ordinating teams of consultants, negotiating with local authorities and appearing at public inquiries as expert witness.

For clients with development aspirations, we guide them through the planning process and how to maximise the chances of success. We can work together to promote sites for development and achieve planning consents and successful, suistainable outcomes.

Our advice is informed, up-to-date and honest, with good local knowledge and a practical and straightforward style of problem solving. We pride ourselves on delivering high quality work and successful outcomes through a collaborative approach.

The Team

Phil Villars

Phil is a chartered town planner with over 30 years experience. Prior to joining Indigo Planning in 1989, he worked for two London Borough planning departments, Kensington & Chelsea and Bromley. Philip was a founding Director of Indigo Planning, becoming Managing Director to oversee and drive its growth from a handful of professionals to almost 100 town planners. This led to the industry recognising Indigo as one of the leading planning consultancies in the UK through winning RTPI planning consultancy of the year twice and shortlisting on many occasions. The business was supported by very positive client and staff feedback. Indigo Planning was subsequently acquired by WSP in 2019. Phil has started PMV Planning to build on this reputation and success with a client focussed planning consultancy, which has delivering viable and sustainable places through collaboration at its heart. With extensive experience in all areas of planning, Phil has a particular interest in regeneration schemes, improving both economic and social spaces, working alongside developers and local communities. He also takes a keen interest in environmental impact of development and all legal aspects of planning. Phil has appeared as expert witness at public inquiries and is also skilled in mediation. His extensive experience in this area gives him an in-depth understanding of the best way to secure planning permissions and allocations. Phil is an accomplished leader. He is an active member of the business community and is an external examiner at Birmingham City University. He supports various charities and hones his endurance skills by long distance running and skiing.

Sophie Rae

Sophie is a chartered town planner with over 10 years of experience in the private sector, working previously for Indigo Planning and WSP, working on a range of commercial, residential and leisure schemes across London and the UK. Sophie has a proven track record of delivering planning consents and allocations on challenging sites. She has particular focus on schemes for private sector clients within the Central London Boroughs. This has enabled her to build good relationships with key personnel at these local authorities. Sophie has in-depth understanding of the planning system, assisting senior directors on large scale projects. Sophie is adept at working in and managing a multi-disciplinary team.

George Voss

George joined Indigo Planning as a Graduate Planner in September 2019 having completed his Masters Degree in Spatial Planning and Development at the University of Reading. Following the Indigo merger with WSP in 2020 George was promoted to Planner. George is a chartered member of the Royal Town Planning Institute and has gained a wide range of experience in all stages of the planning process from due diligence, planning appraisals, pre-application, through to application submission and post consent submissions (including planning conditions and s106 obligations).

  • 6+ years’ experience
